Our Dying Languages - Ang Atong Himatyon nga mga Sinultian

Good afternoon, friends. It is a great honor for me to be among you this
afternoon to
present this paper. Our theme this afternoon is our dying languages. The
indigenous
languages of whateever ethno-linguistic group in the Philippines other
than Tagalog
are slowly dying. Let us not go around in circles. Let us go straight to
the point.
Cebuano.
Maayong hapon mga higala. Dakong garbo nako nga ania kaninyo
magpresentar ni-
ining papela. Ang tema kun hilisgutan nato karong hapona mao ang atong
himatyon nga
mga sinultian. Ang mga lumad nga pinulongan sa bisag unsa nga

The following census data from the National Statistics Office (NSO) from
1948 to 1995
show that over the years our languages have been slowly dying. Let us
take a look:
Cebuano.
Ang mosunod nga mga kasayoran sa pag-ihap sa katawhan sa National

(NSO) sukad sa 1948 hangtod sa 2000 nagpakita nga sa pag-agi sa mga tuig
hinay-hinay

For the 2000 census NSO changed the method of counting. They set up a new
category called Bisaya/Binosaya separate from Cebuano. And they also
cagtegorized Boholano as a separate language from Cebuano. Even though the
Cebuano- speakers of Mindanao call themselves Bisaya and their language
Binisaya,
the Hiligaynon speakers of General Santos, Sultan Kudarat and Cotabato
also call
themselves Bisaya and their language Binisaya..

Sa tuig 2000 giilisdan sa NSO ang tamdanan sa pag-ihap. Naghimo sila og
bag-o
nga pangmatang nga gitawag og Bisaya/Binisaya, nga lahi pa gyod sa Cebuano.
Ug ang Boholano ilang gimatang-matang nga lahi pod sa pinulongang Cebuano.
Bisan ang mga taga Mindanao nga Cebuano ang pinulongan nagatawag sa
ilang kaugalingon og Bisaya ug ang pinulongan Binisaya, kadtong nagasulti
og Hiligaynon sa General Santos, Sultan Kudarat ug Cotabato, Bisaya man pod
ang pagtawag nila sa ilang kaugalingon ug Binisaya pod ang ilang
sinultihan nga
Hiligaynon.

We therefore have to take care when using NSO data. Besides, Cebuano and
Boholano are mutually intelligible, in other words, they are dialects of
each other.
If the 13% Cebuano speakers, 8% Boholano speakers and 2% Bisaya/Binasay
speakers are added up, we come up0 with a figure of 23%. But this needs to
be adjusted because of Sultan Kudarat, General Santos and Cotabato.
Whatever was the purpose of the designers of the of the 2000 census,
they did
not understand the meaning of Bisaya/Binisaya.

Busa kinahanglan tang magbantay sa paggamit sa kasayoran sa NSO. Labot pa,
ang Cebuano ug Boholano magkasinabtanay man sa ilang sinultihan, sa ato pa,
diyalekto sila sa usa ug usa. Kon ang 13% nga nagasulti og Cebuano, 8% nga
agasulti og Bisaya/Binisaya ug 2% nga nagasulti og Boholano iipon-ipon,
mosuma
ang tanan sa 23%. Apan kinahanglan ning husayon tungod sa Sultan
Kudarat, General
Santos ug Cotabato. Unsa man gani ang tinguha sa nag-andam sa /2000
census/, wala
sila makasabot kon unsay buot ipasabot sa mga pulong nga Bisaya ug Binisaya.

Why are our languages slowly dying? Let us trace it.

Presidents
of the Univetrsity of the Philippines, "Until about 1970 there were
more Filipinos who
spoke Sugboanon or Cebuano-Visayan and its various dialects, than those
of Tagalog,
... Since then more and more Filipinos have learned to understand and
speak Tagalog
or Cebuano-Visayan, because of the teaching and use of Tagalog or
Filipino in our
schools and their daily use by radio, cinema and television"

The concept of a single national language comes from Jacobinism during
the time
of the French Revolution. This concept has remained one of the pillars
of French
political life and this has some features such as attempts to control
language
(an enduring project of the French Revolution) which persist today. The
French
Revolution adopted a policy on language that was very different from the
kind of policy
on language that other democratic nations see as appropriate. In the French
revolution indigenous languages other than French were disenfranchised
and to use
them was called counterrevolutionary activities, according to Harold
Schiffman in
'Dirigisme and Jacobinisme', a section in his paper "French Language
Policy:
Centrism, Orwellian Dirigisme, or Economic Determinism?" (Department of
South
sian Studies, University of Pennsylvania, 11/20/2000).

This Jacobinbist thinking dominated the modern nation-builders of the
19th and 20th
centuries. This was also the thinking of Quezon and others.

But times have changed. Even France has been forced to adapt to the
policy of the
European Union on the languages of the ethnic minorities and regional
languages.
And here in the Philippines, the Komisyon sa Wikang Filipino now
promotes the
One nation many Languages idea. The Komisyon has recognized that we are a
country of many nations, and multiculturalism - recognizing and
respecting our
different cultures and languages is the way to unify and strenghten our
country.

But we have to be careful because there are many who would like our
nature and
our identities to disappear and for the languages of our birth to
disappear. There
are groups who are pushing for Tagalog (aka Filipino) to be the language of
instruction from Grade 1 to college.

To force people to use only one language can break a country apart. Pakistan
learned this the hard way. When the supernationalists in Islamabad declared
that only Urdu would be used, the Bengalis did not agree and Bangladesh was
born. The civil war in Sri Lanka was also caused by language. The Tamils did
not agree that only Sinhalese would be used. Belgium also almost broke up.
It was good that they made the country federal and they gavgfe respect
to the
indigenous loanguages in Belgium. In Spain, aftrer Franco's death, they also
recognized multiculturalism and made the regional languages official
languages.
The same thi,ng was done in the United Kingdom. Welsh and Scottish Gaelic
swere made official loanguages.,

Ang pagpugos sa uban nga usa ra ka pinulongan ang gamiton maka bu-ak sa
nasud,
dili makapaghiusa. Nakat-unan ni sa Pakistan sa lisud nga kahimtang.
Kadtong
mideklarar ang mga super-nasyonista sa Islamabad nga Urdu ra ang
gamiton, wala
manugot ang mga Bengali ug natawo ang Bangladesh. Ang hinungdan sa Civil
War
sa Sri Langka mao pod ang pinulongan. Wala manugot ang mga Tamil nga
Sinhalese
ra ang gamiton. Ang Belhika kun Belgium hapit pod mabu-ak. Maayo gani

lumad sa Belgium.
Sa Espanya, pagkamatay ni Franco, ila pong gi-ila ang miultikulturismo
ug gihimong
opisyal nga pinulongan ang mga sinultian sa mga rehiyon. Ingon pod ini
sa Gran
Britanya kun Great Britain. Gihimog opisyal ang Welsh ug Scottish Gaelic.

Here in our country, we are even belittled as in the movie SAKAL SAKALI that
those who do not speak Tagalog are not Pinoy.

SAKAL SAKALI nga kun dili magsulti og Tinagalog, dili Pinoy kuno.

We can only have unity if there is mutual respect. The act of
belittling can never
foster unity because, as charlie Serapio of the Natki0onal /christian
Union says,
it is motivated by a sense of superiority and domination.

paghiusa ang pagbugalbugal kay, matud pa ni Charlie Serapio sa National

So my friends, let us take care of of our languages because they are slowly
dying. Let us also not alloow ourselves to be belitled and demeaned because
we are not Tagalog.

To paraphrase former UP President Dr.Jose V. Abueva, For their survival
and and
progress, the major languages and cultures of the Philippines should be more
vigorously used, developed and sustained as the fountainhead of Filipino
national
culture and like other major indigenous cultures and languages in the
country the
Cebuano language needs to be nurtured and developed.

And paraphrasing another former UP President, Dr. Francisco Nemenzo, Cebuano
will be left behind if you do not use it except trivial conversation.

kun dili nato gamiton gawas sa ordinaryo nga kokabildo kun conversation".

In other words let us speak Cebuano in our gatherings, socials and
parties, in our
formal meetings like meetings of the Provincial Board and City council,
meetings of
associations like the Rotary Club, Lions, Jaycees, Knights of Columbuis,
and others.
We need to campaign for Airlines and shipping cpompanies to use Visayan
in their
public announcements inside the aircrafrt and vessels like the Supercat
and Super
Ferry. With respect to Supercat and Super Ferry we have to approach the
Aboitizes.

Sa ato pa, kinahanglan magBinisaya ta sa mga tipon tipon, mga sosyal ug
parties, sa
mga formal nga meeting sama sa meeting sa Provincial Board ug
City Council, mga

Visayan to
Visayan destinatkions like Cebu, Tagbilaran, Cagayan de Oro and Butuan.
But these
are only tokens. Just a few sentences.

Let us campaign for street signs and other public signs to be in
Visayan, bill boards
to have English translations as they do in French in Quebec in Canada
where this is
mandated by law. Let us campaign fpor more telenovelas in Visayan and more
Visayan programs in radio and television.

Let us campaign that the yoouth be taught how to write poems, novels and
other
literary works in Visayan. Student publications and official
publications of schools,
colleges and universities should have a Visayan Section where the works
of the students
will be published. We need to campaign for the government that Visayan
be used as the
medium of instruction from Grade 1 to Grade 6. We also need to campaign that
Visayan be taught as a subject from Grade 1 to college.

ug uban

However, so as not to be left behind in the world, it is also fitting
that we learn English.
My sugggestion is to have english ntaught as a subject from Grade 4 and
to use it as
a medium of instruction in high school and college.

Article XIV of the Constitution needs to be amended to make the regional
languages
official languages as in Spain, Belgium, Switzerland, India, South
Africa and U.K.

system
along the lines of Belgium, Switzerland, India, and soouth Africa. This will
certainly save our languages.
